The 24-year-old has been strongly linked with a move to The Emirates from Villarreal, but Arsene Wenger was concerned his lack of a cap at international level would permit him obtaining a work permit.
Having obtained a work permit, Gabriel is likely to complete his move to north London, pending the successful completion of a medical.
The deal, which is reported to be worth in the region of £13.5million, is understood to include Joel Campbell moving to Villarreal on loan for the rest of the season.
